Responding to Abuse and Neglect This chapter has been updated including the addition of information at Section 3, Definitions of Child Abuse and Neglect with regards to Child Sexual Abuse.
Delivering Effective Support for Children and Families - Understanding the Continuum of Children's Needs This chapter has been updated, Introduction, Principles and an updated link to Delivering Effective Support for Children and Families - Understanding the Continuum of Children's Needs has been added.
MASH Enquiries This chapter has been extensively updated and should be read throughout.
Assessment This chapter has been extensively updated including at Section 6, Actions and Outcomes, the time frame for the Assessment to be completed, in order to reach a decision on next steps should be no longer than 35 working days from the point of referral.
Article 42 Child Protection Enquiries Under the Ministers Duty to Investigate This chapter has been extensively updated including at Section 3, Article 42 Thresholds and the Multi Agency Assessment, the conclusions and recommendations of the Article 42 Enquiry should inform the assessment which must be completed within 35 working days of the date when the referral was received. Royal College (RCPCH) guidelines for timing of examination in relation to physical and sexual abuse has also been updated.
Child Protection Conferences This chapter has been updated including the addition of a link in Section 1, Child Protection Conferences to Additional Information for Professionals Leaflet.
Child Protection Plans This chapter has been updated including the addition of an Agency CPC Report Template and a Social Work CPC Report Template.
Escalation of Concerns Where the Child has an Allocated Social Worker This chapter (previously entitled Child Protection Notifications from the Police to MASH and PPU) has been extensively updated and should be read throughout.
Children Moving In and Out of Jersey This chapter has been updated including Actions to be taken in Jersey as the Receiving Area has been updated with regards to when a child moves into Jersey, the Manager with responsibility for Children subject to a Child Protection Plan, or their nominated representative should inform the Safeguarding officer at the Education Department and establishment if known.
Organised and Complex Abuse This chapter has been reviewed and updated.
Record Keeping - Recording Guidance This chapter has been updated including Section 7, How to Record Information, all records should be typed and stored electronically. However contemporaneous notes, written at time of disclosure, should be kept in accordance with agency procedures.
Child Sexual Exploitation (CSE) This chapter has been updated, an updated version of the Multi-Agency Guidance, Child Sexual Exploitation (CSE) has been added.
Serious Case Review Procedures This link has been updated.
Serious Case Review Learning Reports This link has been updated.
Roles & Responsibilities of Agencies & Associated Groups This chapter has been extensively updated and should be read throughout.
Complaints in Relation to Child Protection Conference Section 4, Stage Two - Formal Stage - Complaint Meeting, has been updated to reflect that the SPB Board Manager should also be informed if the complainant wishes to progress to Stage 3 Complaints and Appeals Panel.

Pre-birth This chapter has been added to the manual. Please note that providers of health services, in particular those providing midwifery services, may have their own detailed agency specific guidance which should be read in conjunction with this guidance.
Joint Protocol for Multi-Agency Pre-Birth Assessment and Referral Pathway

This protocol covers Midwives, Health Visitors and Social Workers and it will be agreed by Jersey Health and Social Services Department and Family Nursing and Home Care.

It covers the procedure for sharing of health and social factors affecting the family and safeguarding of the mother, unborn and newborn child.
